Chapter authors in the remaining parts of the book discuss the behavioral ecology of cooperation in humans and nonhuman primates, modeling and testing strong reciprocity in economic scenarios, and reciprocity and social policy. The evidence for strong reciprocity in the book includes experiments using the famous Ultimatum Game (in which two players must agree on how to split a certain amount of money or they both get nothing).

Free Rider Proof Morality

One of the central dilemmas of the human condition is getting large groups of unrelated strangers to cooperate with each other. Whenever you have a group of people working collectively towards a common goal there are always some people who pull their weight and others who are free riders. I'm sure anyone who has ever had a job knows all too many free riders! Garrett Hardin memorably dubbed this the tragedy of the commons. Hardin's example is of villagers who graze their cattle on a commonly owned field. Now, if they wanted to manage the common field for the long term then each villager should abide by a quota of perhaps ten cattle. But unfortunately each villager has an incentive to break this quota. One extra cow won't have much of an impact on the long term health but it will make them a lot of extra money. Thus all villagers end out grazing extra cattle and the common field becomes overgrazed. All the cattle end out weak and scrawny. Hardin used this as an example to refute Adam Smith's invisible hand - in this case the pursuit of self-interest makes everyone worse off. Progressive argue that the government should get involved to regulate the commons. The government can set a quota and then enforce it. Libertarians argue for private property. Divide the commons up into privately owned lots. Each owner has an incentive to take care of their own lot.

If all we had to worry about were grassy fields then I would side with the libertarians. But there are many cases where the common good cannot be divided up. Two of the most important types are (1) firms and (2) governments. A firm is like a common good. If everyone works hard then their jobs will be secure and they will get raises as the firm grows and expands its business. Free riders shirk on the job and/or steal from their employer. Too many free riders and the firm fails - just like any other commons. Governments are like firms but with less competition. Corrupt government bureaucrats are arguably much nastier than corrupt workers at private firms. The police, judges, politicians, and bureaucrats have more power that they can abuse. That takes us to the central dilemma of the human condition. How do you get unrelated strangers to cooperate? Libertarians argue that self-interest will accomplish this, but as we've already seen, self-interest leads to free riding. That doesn't work. Progressive correct point to the need for moral behavior, but that has a different problem. In a world with free riders acting altruistically just turns you into a sucker. You can't solve the free rider problem by acting even nicer to people who are free riding. What we need is a free rider proof form of morality. We need a morality built on personal responsibility. Herb Gintis and his collaborators in the book dub this strong reciprocity. There are two key principles. The first is that strong reciprocators are conditional cooperators. They are willing to trust other people in order to cooperate. The second is that they are altruistic punishers. They will punish free riders even at a personal cost to themselves.

Suppose you have a group of ten people with one free rider and one strong reciprocator. The free rider will normally come out ahead of the rest of the group - but not after you factor in the punishment of the free rider. Of course, the altruistic punishment is costly for the strong reciprocator so he will also be a little bit worse off than the rest of the group. The good news is that the cost of altruistic punishment declines with the number of free riders. Consider a society with many strong reciprocators and very few free riders. Then strong reciprocators will almost never encounter free riders and have to punish them. By contrast, a society with many free riders and few strong reciprocators has the opposite dynamic. It is very costly to be an altruistic punisher.

Another running theme in the book is the power of culture. In _Not by Genes Alone_ Richerson and Boyd (who contributes an essay here) roughly define culture as information capable of changing how people behave. Thus culture is the solution to the free rider problem. Strong reciprocators are not born, but made. Richerson and Boyd (who reject the simplistic memetics of Dawkins) point out that cultures evolve and face selection pressures. Cultures that produce happy and prosperous societies will spread and those which do not will be weeded out. The challenge to successful societies is to create a culture which turns free riders into strong reciprocators.

An eclectic collection of great essays

This book is just really great. The literature on fairness and reciprocity in social science is growing fast, and this book is ideal to give you a flavour of why this is such a good thing. It is diverse, with entries ranging from biological models that attempt to explain the evolution of reciprocity, through the implications of reciprocity for the way legal sanctions work, to the political philosophy of the dark side of clan mentality.

Most readers will probably not want to read everything, and even less people will agree with everything. One needs to remember that a lot of the stuff in this book is still controversial, including the existence of (strong) reciprocity, but this is what makes it so very interesting. And if only half of what's in this book is right, it is still revolutionary.

In 10 years, this book will be terribly outdated. But for now, it is the best thing you can get if you are interested in the interplay between evolution, reciprocity and social order, and the fundamental questions of social science that it entails.

After 1776, the former American colonies began to reimagine themselves as a unified, self-created community. Technologies had an important role in the resulting national narratives, and a few technologies assumed particular prominence. Among these were the axe, the mill, the canal, the railroad, and the irrigation dam. In this book David Nye explores the stories that clustered around these technologies. In doing so, he rediscovers an American story of origins, with America conceived as a second creation built in harmony with God's first creation.

While mainstream Americans constructed technological foundation stories to explain their place in the New World, however, marginalized groups told other stories of destruction and loss. Native Americans protested the loss of their forests, fishermen resisted the construction of dams, and early environmentalists feared the exhaustionof resources. A water mill could be viewed as the kernel of a new community or as a new way to exploit labor. If passengers comprehended railways as part of a larger narrative about American expansion and progress, many farmers attacked railroad land grants. To explore these contradictions, Nye devotes alternating chapters to narratives of second creation and to narratives of those who rejected it.Nye draws on popular literature, speeches, advertisements, paintings, and many other media to create a history of American foundation stories. He shows how these stories were revised periodically, as social and economic conditions changed, without ever erasing the earlier stories entirely. The image of the isolated frontier family carving a homestead out of the wilderness with an axe persists to this day, alongside later images and narratives. In the book's conclusion, Nye considers the relation between these earlier stories and such later American developments as the conservation movement, narratives of environmental recovery, and the idealization of wilderness.

draws together U.S. history and environmentalism

This short book showed me a great deal about both U.S. history and environmentalism. The extensive notes and huge bibliography mark the book not just as inviting severe academic scrutiny but as a pithy summary of a lifetime of information. If my library was as large as this bibliography, I'd feel obligated to open it to the public.
The book is organized around technologies that were used in the white settlement of the U.S.: the different and more efficient American axe (and the log cabin), the water powered mill, the canal and the railroad, and irrigation infrastructure such as dams. With these various technogies over time settlers "improved" the land they found. They felt it took both nature's "first creation" and their efforts at "second creation" to complete the work and make the land truly suitable for life. After years of wondering, here finally is an explanation of what early settlers were thinking when they did things that now seem extremely ecologically destructive.
The book calls out four assumptions of second creation: i) grid surveys were a good way to apportion and settle the fairly uniform land ii) free markets allowed individuals to do whatever made most sense without regard to legislative edicts and local monopolies iii) resources --especially land-- were abundant so that population growth didn't have to worry about the downward resource spiral suggested by Malthus and iv) the universe supported changes at no cost rather than levying an entropic tax on every effort at long-term progress. All four were critical to underpinning our foundation story; all four were eventually thrown in the dustbin of history. Those neat squares are a hallmark of flying over the western U.S., but they condemned neighbors to live a half mile apart rather than in towns, and they dismally failed to promote individual ownership of lands that needed to be irrigated. I'll let the book fill out the details of the remaining three assumptions.
I'd wondered casually about but never seriously questioned the emphasis on water power rather than steam power in the early U.S. I learned our thinkers were glad surfeit of rivers and lack of coal leaned this way, because water power was thought to be more natural and hence to have beneficial sociological effects! Many early investors honestly thought that so long as mills used water power rather than steam power, they couldn't create a downtrodden working class like British mills. I also learned that mills were common in the Southern states too; although they arrived there a generation later, they weren't completely absent as I had thought.
Even though I live near historic Lowell Massachusetts ("spindle city") and thought I was quite familiar with the history of mills in the U.S., the book taught me some new local details. It alerted me to the former existence of the Middlesex Canal that extended almost 30 miles from the Merrimack River to Boston, and to the original construction of the Pawtucket Canal not for the mills but for transportation. Once I knew to look for the Middlesex Canal, I found maps, an interpretive museum which I visited, and even remaining bits and pieces explaining odd landscape features that had never made sense before.
I was also alerted to the fact that the old gristmill I'm familiar with near the Wayside Inn in Sudbury Massachusetts was in fact a reconstruction early in the last century.
And the many references led me to 'The Education of Henry Adams', an autobiography that although clearly a century old speaks to our time. My old public library, which has a vault in the basement and some materials that go back to the sixteen hundreds, still had a copy on its open shelves. When checking it out I commented to the librarian I was glad the library had so many "old" books, and she in turn commented that she was glad to see at least one patron using the older book room.
As time passed and as settlement proceeded westward, the necessary technologies expanded from things each individual could manipulate to things that could only be done by huge collectives. One man could make a clearing with an axe. But only the federal government could construct Boulder Dam. The individualism that's so tightly woven into the U.S. persona made less and less sense as settlement proceeded into the high plains and the arid regions. Even in the already settled east, large civil engineering works such as water pumping stations were once highly visible public technology.

Great Book

This book is great if you are interested in the history of Americans feeling entitled to everything. Through the use of several historical narratives, the author outlines how manifest destiny was justified and continually affirmed by stories that abandon scarcity and preservation for faith in natural abundance. Nye takes the approach of telling the mainstream foudation story, such as the story of the axe and the mill from the perspective of the settlers/mainstream Americans, and in the following chapter gives the perspective of those not in the mainstream (such as the Native Americans and environmentalists). This approach to writing gives the book a Zinn-like quality; and may have been written in this way to piggy-back on the popularity of "A People's History of the United States," which was originally released in 1980, and enjoyed a popular resurgence in 2003. I enjoyed this book greatly.

revealing engagement of "technological narratives" and their counternarratives

As the internet, cell phone and laptop continue to be proclaimed and experienced as uniters of a global social and economic world, David Nye's gathering of the narratives of earlier technologies and their world shaping capacities is both timely and revealing.

From the American axe to irrigation, Nye shows how stories were developed and repeated which portrayed the continent as "in need" of "completion" by human effort. He shows how these narratives replaced the previous generation of "conquest narratives" in which colonists confronted and were confronted by "savages." Now, the "savages" are gone, replaced by an empty landscape awaiting the surveyor's measure, the pioneer's axe, the mill's water power, the railroad's steam and so forth.

Wonderfully, he uncovers some forgotten counter-stories as well. Who knew or remembered that the 1850s included predictions that technological abuse of the earth would result in climate change and species loss? One can hear and see both the story of American triumph over nature and the correlative tragedy of environmental and social destruction that have come in the wake of that "triumph."

Nye's book was a pleasure to read, filled with interesting anecdotes and deeply reflective insights that reveal a sharply defined pattern over two hundred years of American relationship with technology and the earth.

To that end, Alasdair MacIntyre provided a substantive essay on the foundational problem of moral disagreements concerning natural law, and eight scholars were invited to respond to MacIntyre's essay, either by addressing his work directly or by amplifying his argument along other yet similar paths. The contributors to this volume are theologians, philosophers, civil and canon lawyers, and political scientists, who reflect on these issues from different disciplinary perspectives. Once the contributors' essays were completed, MacIntyre responded with a closing essay.

Dense and complex treatise on experiencing technology

John McCarthy's and Peter Wright's book is fascinating because they grapple with some of today's major social, economic and interpersonal questions, such as what does technology mean and how can you determine its meaning? The authors move through several philosophical approaches that they find useful in framing these questions, review major thinkers in the field, and discuss case studies and personal experiences before reaching conclusions. The book is difficult, because of their academic bent. They are willing to break with existing practices enough to embrace emotional and subjective reactions to technology, but their writing can be thick and their conceptual apparatus is complex. As a result, the content is useful for futurists, those interested in social trends and change, and anyone working in information technology or marketing. However, getAbstract recommends their prose primarily to the more patient members of those categories.

Obtuse

The book looks slim before you open it, but seems too long once you start reading it.

As an interaction designer I was looking for ideas about how I could improve upon the experience of technology products. I was utterly disappointed. Not only does the book not offer any concrete suggestions on how to improve the user experience, between the lines, the book scoffs at others who try. E.g. "Our concern with... user experience in HCI is that business momentum may take a potentially rich idea and reduce it to design implications, methods, or features."

The main proposition of the book is fair enough: "We ought to think of people's experience with technology in terms of `felt life'. Users actively construct their experiences, that each person's experience is rich, sensual, unique and difficult to communicate and we can't design someone's experience in its entirety."

With expert verbosity they split this into six propositions and stretch it across 10 difficult to read pages in the first chapeter and elaborate upon it in four more chapters. After reading which, I felt that as a sensitive designer (if you pardon the boast) I already knew this. It would have been bearable had the authors gone ahead then and said what one ought to do in spite of this proposition, but sadly they don't.

The three case studies towards the end of the book are perhaps the most interesting part, but there too I found myself wishing that they had toned down the commentary that got repetitive, verbose and obvious.

Don't get me wrong. If you are theoretically inclined or if you enjoy reading verbose text, go ahead and order a copy. I didn't find anything mis-represented. On the other hand if you are looking for any practical suggestions for design, skip this one.

This survey of more than fifty years of national security policy juxtaposes declassified U. S. national intelligence estimates with recently released Soviet documents disclosing the views of Soviet leaders and their Communist allies on the same events. Matthias shows that U. S. intelligence estimates were usually correct but that our political and military leaders generally ignored them—with sometimes disastrous results. The book begins with a look back at the role of U. S. intelligence during World War II, from Pearl Harbor through the plot against Hitler and the D-day invasion to the "unconditional surrender" of Japan, and reveals how better use of the intelligence available could have saved many lives and shortened the war. The following chapters dealing with the Cold War disclose what information and advice U. S. intelligence analysts passed on to policy makers, and also what sometimes bitter policy debates occurred within the Communist camp, concerning Vietnam, the Bay of Pigs, the Cuban missile crisis, the turmoil in Eastern Europe, the Six-Day and Yom Kippur wars in the Middle East, and the Soviet intervention in Afghanistan. In many ways, this is a story of missed opportunities the U. S. government had to conduct a more responsible foreign policy that could have avoided large losses of life and massive expenditures on arms buildups.

While not exonerating the CIA for its own mistakes, Matthias casts new light on the contributions that objective intelligence analysis did make during the Cold War and speculates on what might have happened if that analysis and advice had been heeded.

About the Author

Willard C. Matthias began his career in intelligence during World War II deciphering "ultra" codes for the Military Intelligence Division of the War Department General Staff. He joined the CIA's Office of the National Estimates when it opened in 1950 at the start of the Korean War and rose to become a member of the Board of National Estimates in 1961. He retired in 1973 not long after Richard Helms resigned as CIA Director rather than cooperate in President Nixon's scheme to have the CIA help cover up the Watergate break-in.

Solid Thinking on Disconnects Between Policy & Intelligence

I like and recommend this book because it is an important personal account from a very talented senior intelligence estimates professional. It documents in great detail a number of extremely serious mistakes on the part of U.S. policy makers from World War II through to Reagan years, while also recounting the history of how the Pentagon helped destroy CIA's independent assessments capability.
Time and time again throughout this book one sees references to "state of mind" and "mindset", and this is important. The author has a very fine grasp of how debilitating ingrained mindsets can be--the military mindset that focuses on buying more and more high technology even though it is demonstrably irrelevant to our most urgent strategic needs; the policy mindset that emphasizes the need for a tangible "main enemy" even as we destroy the environment and ignore catastrophic diseases and failed states; and the intelligence mindset that values secrecy and blind loyalty over public disclosure and public service.
I am especially impressed by the author's past responsibility for preparing the "Estimate of the World Situation", and how compellingly he distinguishes between the great days when such estimates were both produced and consumed, and today's state of affairs, where only "hard targets" are the object of our obsession, and "rest of the world" is poorly addressed.
The integrity of intelligence is a theme than runs throughout the book, and for that reason alone I recommend it for every policy and intelligence professionals' library. There are also compelling insights and thoughtful quotes.
The author's itemization of seven structural anomalies and states of mind that were present in World War II and can be seen today is worth abstracting here: 1. Absolute commitment to unconditional surrender eliiminated possibilities for undermining Hitler from within; 2. Allied command structure was not unified in fact; 3. There were no functioning lines of communication between tactical military and tactical (field) intelligence units; 4. Military leaders had a tactical intelligence state of mind, not a strategic intelligence state of mind, and were overly dependent on signals intelligence; 5. Military leaders were absolutely committed to established plans and unwilling to deviate or consider alternatives even in the face of compelling intelligence; 6. Moral self-righteousness and political naivete blinded Allied political and military leaders to the efforts of moderating forces in Germany ready to start an internal war; 7. Concept of war shifted away from the Clausewitzian "trinity" toward a "total war" emphasizing societal destruction and victory at any cost.
As his book goes on to document, these problems have been with us through the entire Cold War period, and have resulted in great waste of the taxpayer dollar as well as extraordinary risk of nuclear war with the Soviets during the 1980's when we played a very confrontational game with very limited policy level appreciation of just how desperate the Soviets might be.
This is not a book that offers solutions or suggestions for improving the vitality of intelligence or the attention span of policy makers, but it is an excellent contribution to what one can only hope will eventually be a truly public debate about the need for restoring America's strategic intelligence analysis capabilities, and making both intelligence producers and intelligence consumers accountable for "informed policy."

The Devolution of Strategic Intelligence

Strategic intelligence in essence is knowledge derived from rigorous research and analysis processes that informs high level decision making and long term planning. In the U.S. the production of strategic intelligence until recently was the province of the Directorate of Intelligence (DI) of CIA. This book is a chronicle of the accomplishments and failures of CIA's strategic intelligence programs from the end of WWII until Presidency of Ronald Reagan (1980-1988).

Shortly after the end of WWII (1946), CIA's immediate predecessor, the Central Intelligence Group was formed to include a strategic intelligence production center the Office of Research and Evaluation (ORE). With the creation of CIA in 1947, the ORE was folded into the Office of National Estimates (ONE). ONE was composed of CIA subject matter experts supplemented by academic and other outside experts. Like the ORE it was charged with producing in depth studies (estimates) that were designed to inform presidential decision making, policy formulation, and support National Security Council (NSC) deliberations. This arrangement one away with in 1973 by President Nixon who replaced ONE with a more politically pliable National Intelligence Council (NIC) and a system of National Intelligence Officers (NIO). Each NIO had specific geographic (e.g. Soviet Union) or subject matter (e.g. nuclear proliferation) responsibilities, but no permanent staff to assist them. The principal product of the NIC was and continues to be the National Intelligence Estimate. Most recently the NIC was moved from CIA to the Office of Director of National Intelligence (ODNI).

This book provides a very good history of how the U.S. went about building a strategic intelligence capability in the wake of WWII that was largely driven by what came to be known as the Cold War. Perhaps the most interesting unintended consequence of this book, is the glaring fact that even when CIA through ONE actually was producing useful strategic intelligence it was largely ignored by Presidents and their National Security advisors in favor of their personal perceptions and agendas.

The author of this book, Willard Matthias, is uniquely qualified to write this book having served as a strategic analyst from 1946 to 1973 when he and a number of other experienced analyst and intelligence officers left CIA in protest over the Nixon administrations efforts to politically influence the process of intelligence production

THIS IS PROBABLY THE BEST BOOK ON THE WAY INTELLIGECE IS IGNORED IN MAKING KEY POLICIES. MATTHIAS WAS HIGH IN THE CIA AND PRIVY TO MUCH INFORMATION. I KNOW OF NO BETTER ACCOUNT THAN THIS, AND I HAVE READ MANY.
