"The Network Nation... contained a fascinating vision. In it home computers are as common as the telephone. They link person to person, shrinking, as the authors put it, `time and distance barriers among people, and between people and information, to near zero.' In its simplest form, the Network Nation is a place where thoughts are exchanged easily and democratically and intellect affords one more personal power than a pleasing appearance does. Minorities and women compete on equal terms with white males, and the elderly and handicapped are released from the confines of their infirmities to skim the electronic terrain as swiftly as anyone else." Getting it right - an accurate look into the Net's future
By A Customer
While reading The Network Nation, I had to constantly refer to the publication date on the inside cover, 1978. Indeed, I was reading the revised edition dating back to 1993, but that didn't lessen my amazement. TNN was visionary when it was first published, but it is without question the defining document and perhaps standard reference work for the field of Computer Mediated Communication, or CMC. The authors highly major institutional and private applications of CMC and touch upon the impact of CMC, while addressing the legal and ethical issues intrinsic to the genre. They also provide a review of literature covering the field.
In Hiltz' and Turoff's future, the computer has become as common as the telephone, both at home and at work. Systems remove time and distance, hinting towards what is now referred to as the death of distance. These systems create a relaxed environment where thoughts are exchanged freely and easily, and relationships are formed, both online and off.
Hiltz and Turoff describe, among other things, the first virtual online community, which consisted of what we now call chat (synchronous communication), discussion boards (asynchronous), and customized news. Of course, this was created by the Office of Emergency Preparedness in the Executive Office of the President as they utilized technology to create what we would now call at virtual team in 1970. (For the records, the eventual system was called EMISARI, as it evolved from a Delphi conferencing system.)
We liked The Network Nation so much we named it a VB:Book-of-the-Week in our weekly publication VB:TechWatch, which covers the virtual community and knowledge management market spaces.

An outstanding book
By A Customer
I too kept looking at the date, and still find it hard to believe it was written in the '70's. Todays conferencing systems still aspire to the functionalities that are described in this book.
Len Kawell attributed this book to being one of his key influences when he wrote Notes-11 at Digital, the precursor to the VAX Notes conferencing system. He left and became one of the founders of Iris Associates, the company that brought us Lotus Notes (also starring Tim Halvorsen and Ray Ozzie).
This book indeed is a part of history. After being told it had gone out of print, i've been trying to find a copy for 7 years. Thank god that the reprint became available! It was certainly worth waiting for.

Facebook Precursor
By R. Dalton
Want a historical perspective on how we got to Facebook, LinkedIn and all the other social media we have today? This book takes you back 30 years (30 years!) to the precedent-setting computer conferencing environment Roxanne and Murray developed at he New Jersey Institute of Technology. Social media didn't just happen in some undergraduates dorm room a few years ago. It's been evolving for a long time.

Weep Not for Me: Women, Ballads, and Infanticide in Early Modern Scotland, by Deborah A. Symonds

Ballad singing has long been one of the most powerful expressions of Scottish culture. For hundreds of years, women in Scotland have sung of heroines who are strong, arrogant, canny—the very opposite of the bourgeois stereotype of the good, maternal woman. In Weep Not for Me, Deborah Symonds explores the social world that gave rise to both the popular ballad heroine and her maternal counterpart. The setting is the Scottish countryside in the eighteenth century—a crucial period in Scotland's history, for it witnessed the country's union with England, the Enlightenment, and the flowering of letters. But there were also great economic changes as late-feudal Scotland hurried into capitalist agriculture and textile production. Ballad singing reflected many of these developments. In the ballads, marriage is rare and lovers murder each other, haunted by premarital pregnancy, incest, and infanticide, while relatives argue over dowries. These problems were not fiction. The women in this study lived and died in a period when hopes of marriage and landholding were replaced by the reality of wage labor and disintegrating households.

Using these ballads, together with court records of women tried for infanticide, Symonds makes fascinating points about the shifting meaning of womanhood in the eighteenth century, the roles of politically astute lawyers in that shift, and the significance of ballad singing as a response. She also discusses the political implications of Walter Scott's infanticide novel, The Heart of Mid-Lothian, for women and for the ballad heroine. While some historians have argued that women's history has little to do with the watershed events of textbook history, Symonds convincingly shows us that the democratic and economic revolutions of the late eighteenth century were just as momentous for women as for men, even if their effects on women were quite different.

Review

“This important and engaging book blends social, economic, literary, and cultural history into a penetrating and sympathetic portrait of the dangers of love and courtship in the lives of marginal working women engulfed by the flood of historical change. Beautifully written, Symonds’ narrative draws readers into a long-gone world, inviting them to recognize the lives and imaginations of eighteenth-century Scottish women as intrinsically interesting and strangely similar to the lives of many women today.”

—Elizabeth Fox-Genovese

“This is an authentically fresh work. It offers important new understanding of the meaning of female crime, especially infanticide, which remains poorly understood today. Brilliantly researched and beautifully written, it challenges historians of other places and periods to ask how the practice of infanticide has changed in response to social and economic dislocation—on the American frontier, for example.”

—Linda K. Kerber, University of Iowa

The Future of the Electronic MarketplaceFrom The MIT Press

The marketplace is the place of exchange between buyer and seller. Once one rode a mule to get there; now one rides the Internet. An electronic marketplace can span two rooms in the same building, or two continents. How individuals, firms, and organizations approach and define the electronic marketplace of the future depends on people's ability to ask the right questions now and to take advantage of the opportunities that will arise over the next few years. The contributors to this volume are prime movers in major industries that are remaking themselves in order to shape the global marketplace. They examine the consumers' new powers to assess and exchange goods and services over unparalleled distances. They discuss the opportunities and risks posed by the new integration between manufacturer and consumer, by the erosion of centralized authority, by real-time choice in every financial contingency, and by the fact that travel and transportation have been delegated to the machine processes that can best handle them. They also reflect on how to set an intelligent value on the coming changes, on the tools and procedures required to create this new marketplace of marketplaces.Contributors : Les Alberthal, William D. Bandt, Robert J. Bonometti, David Braunschvig, Stephen D. Crocker, Walter Forbes, Denos Gazis, Daniel E. Geer, Jr., Irving Goldstein, Edward D. Horowitz, Daniel P. Keegan, Raymond W. Smith, Russel B. 100 Miles from Baghdad, by James J. Cooke

This is the first personal account of a division in combat during Operation Desert Storm. It is an inside view of the French Division Daguet, which had the task of defeating a dug-in Iraqi Regular Division, taking a critical airfield and road junction, and protecting the entire left flank of the 18th Airborne Corp during the allied sweep to the left. The Daguet, made up of hard-hitting Foreign Legion and Marine units, achieved all of their objectives. General Norman Schwartzkopf described their actions as superb.

This memoir tells the story of the Division Daguet and concludes that the French, like the Americans, had much to overcome--major defeats and national crises of confidence. The French had suffered defeats in Indochina (1946-1954) and Algeria (1954-1962); the U.S. had Vietnam. Both countries, fighting together, did much to wipe out those memories. Military historians, military professionals, and those interested in the Gulf War will find this personal, but highly informed, account fascinating. Cooke won a Bronze Star for his services in the Gulf.

Nice history of the forgotten French allies in the Gulf War
By Dimitrios
The author was an intelligence officer of the US National Guard and served as a liaison to the French 6th Light Armored Division in the Gulf War. His writing style is excellent and so is his ability to watch the small things and the myriads of details around him, giving an impressive account of how the things were done at the extreme left flank of the great allied sweeping maneuver. The author had a good knowledge of the French language and also was a professor of history, having though a very good background to comprehend the general situation in the Persian Gulf. I especially enjoyed his description of the French MREs and the terrific elan of the troops employed by the French, such as the regiments of the Foreign Legion. The book contains some black and white photographs of rather bad quality and a few maps which give a decent picture of the campaign, althoygh they are simple computer sketches.

Essential element of Gulf War history.
By WD Grissom
This reviewer deplores the mandatory requirement for rating "stars".
The important contribution of the Franch Army in the Gulf War has been largely overlooked in the English-speaking countries. Their "left hook" around Saddam's forces was a crucial element in the strategy of his defeat. Perhaps more important for the future, for the first time since World War Two, French and American troops stood side by side against a common enemy, rediscovering their common bonds and heritage in the process. Colonel Cooke, a French-fluent military intelligence and armor officer who teaches Middle Eastern history in civilian life, was uniquely qualified for liason with the "Division Daguet" (French 6th Light Armored Division), bringing to the task not only military expertise but a sensitive and informed understanding of these highly capable but prickly warriors. His book is an admirably clear and complete record of the Daguet operations, and has enough context to serve as a good one-volume history of the overall land conflict as well. Highly recommended.

Christ's Fulfillment of Torah and Temple: Salvation according to Thomas Aquinas, by Matthew Levering

Christ's Fulfillment of Torah and Temple is a concise introduction to the Christian theology of salvation in light of the contributions of Thomas Aquinas. In this cogent study, Matthew Levering identifies six important aspects of soteriology, each of which corresponds to an individual chapter in the book. Levering focuses on human history understood in light of the divine law and covenants, Jesus the Incarnate Son of God and Messiah of Israel, Jesus' cross, transformation in the image of God, the Mystical Body of Christ into which all human beings are called, and eternal life. Taking the doctrines of faith as his starting point, Levering's objective is to answer the questions of both Christians and non-Christians who desire to learn how and for what end Jesus "saves" humankind.  Levering's work also speaks directly to contemporary systematic theologians.  In contrast to widespread assumptions that Aquinas's theology of salvation is overly abstract or juridical, Levering demonstrates that Aquinas's theology of salvation flows from his reading of Scripture and deserves a central place in contemporary discussions. As a Thomistic contribution to contemporary theology, this fruitful study develops a theology of salvation in accord with contemporary canonical readings of Scripture and with the teachings of the Second Vatican Council on the fulfillment and permanence of God's covenants.

The Last Things
By Peter S. Bradley
How is it possible for Christians to affirm that Christ did not abolish the Old Law of Judaism but never practice that old law?

How are we to understand the meaning of Christ's bloody crucifixion?

Matthew Levering's "Christ's Fulfillment of Torah and Temple" provides an engaging examination of a few "last things" by way of the insights and writings of St. Thomas Aquinas. Levering's book is extremely educational in providing the basis and framework for thinking about how it was that Christ came to fulfill and complete the two touchstones of Jewish identity, the Torah and the Temple. Along the way, the reader learns a lot of practical philosophy and theology.

The book follows through those passages in the Summa Theologica in which Aquinas considers Jesus's relationship to the Torah and in Aquinas's Commentary on the Sentences by Peter Lombard which considers Jesus's relationship to the Torah. Levering's writings are very accessible to the lay reader. By reading Levering's book, the reader can come away with insights not only about the subject of Temple and Torah, but about topics that support and follow from those subjects as well. For anyone interested in the life of Christ, or who wants to know if there are answers to some fairly standard chestnuts posed by skeptics to Christians, this is an excellent resource. Moreover, Levering also deals with some surprising subjects and offers some surprising answers to some issues that the reader may not have considered, many of which I found to elicit a "gosh-wow" response in me as I was reading the book.

Levering starts with the question posed by Michael Wyschogrod's question about why, if the Old Law was not superseded, convert Jews are not permitted to practice the Jewish mitzvoths? (p. 16.) This entails a discussion of the purpose of law. Law pertains to reason, not the will. (p. 19.) Law, properly speaking, is composed of precepts that guide and direct human acts to toward the end recognized by right reason. (Id.) Human ability to recognize this is due to the participation of human reason in the divine reason. (Id.) The end fitting to human beings is happiness, which consists in the "common good" (which must be a rational good, a perfection fitted to the rational creature) of the whole community to which each member is ordered as a part. (Id.)

Law is therefore ordered to an end. The end that the Old Law was ordered was to bring man into communion with God. The Old Law was ordered to the exterior actions of man - which is not to say that they did not provide grace according to Aquinas - but an exterior ordering was not sufficient, there has to be an interior ordering of man the supernatural end of God, which ultimately is provided by the Holy Spirit. (p. 22) (Levering makes the interesting point that "The giving of this interior principle cannot be fittingly done in an external way. The God of the covenant has already shown that he does not wish to simply "zap" human beings from on high." (p. 22.))

In explaining the connection between Old Law and the New Law, which is the holy Spirit, Aquinas analyzes the Old Law by dividing it into three broad categories of precepts: Moral, Judicial and Ceremonial. (p. 25.) "Human beings are good - that is, their being is perfected - when they perfectly obey the moral precepts." (p. 25.) "The purpose or end of the law, then, is uniquely bound up in the moral precepts." (Id.) The two other kinds of precept flow from the twofold commandment of love - love of God and love of neighbor. (Id.) The ceremonial precepts define the way in which Israel is to express love of God; the judicial precepts define the way that Israel is to express love of neighbor. (p. 25.) (As a parenthetical note, Aquinas often distinguishes between the broad concepts of morality, and their particular instantiation in concrete situations. As particular concrete instantiations depended on particular concrete facts, one might understand how judicial and ceremonial precepts might change but moral precepts would not.) The ceremonial precepts prefigured Christ and therefore had their end in Christ. Because it did, it was possible for Jews to have an "implicit" faith - a faith that they did not know about - in Christ which could join them "proleptically" to Christ through the Holy Spirit (albeit the reward of the New Law becomes available only after the Passion.) (p. 23 - 24.)

Since Christ is the teleological end of the Old Law, Christ completes or fulfills the Old Law by his three-fold office of priest, prophet and king. Each of these offices matches up to the three categories of precepts. The priest fulfills the ceremonial precepts; the prophet fulfills the moral law; and the king fulfills the judicial precepts. As priest, Christ fulfills the ceremonial law by making the perfect sacrifice. As king, Christ fulfills the judicial law by instantiating perfect justice. In fulfilling the law perfectly, Christ completes the judicial and ceremonial laws in himself. (p. 66 - 69.) Levering writes:

"As prophet, he gives humankind the interior law of love that is the grace of the Holy Spirit. As priest, he reconciles humankind to God by offering himself as a holy sacrifice. As king, he reconciles himself human beings to each other by suffering for all. In this way, he perfectly fulfills and transforms Israel's Torah." (p. 79.)

Christ therefore fulfills the Old Law and establishes new precepts that have the ability to channel the grace that was prefigured in the Old Testament.

Christ also transforms the Temple into his "mystical body." The temple was the meeting place of God and man. It was therefore the place of mediation between God and man. In Christ's mystical body - which is the Church - Christ becomes the mediator between God and man, i.e., the place where God and man meet. While the mystical body is the church, and replaces the temple, since the Holy Spirit inhabits each Christian, they too become temples in a sense.

Here are a few of the "gosh-wow" topics that Levering addresses:

1. The Virgin Mary - The significance of the Temple also shows up in the doctrine of the Virgin Mary. According to Levering "as Aquinas's interpretation of 1 Kgs 8, suggests, whenever human beings manifest God's name by holy worship, this practice embodies a degree of proleptic participation in the effects of Christ's saving work, even before the actual passion and resurrection of Christ. The Virgin Mary is the preeminent example of such participation." This example flows from the fact that just as spirit of God occupied the temple, the Word occupied the womb of Mary. (p.994.) Therefore just as the temple is holy and pure, so must the Virgin Mary. "Wisdom will not enter into a malicious soul, nor dwell in a body subject to sins." Wisdom 1:4. Further, because the Incarnation constituted a "certain spiritual wedlock between the Son of God and human nature," the Virgin Mary's consent was "besought in lieu of that of the entire human nature." (p. 96.)

2. The Transfiguration - Levering also points out the notion that the Transfiguration represents an occasion of "clarity" - one of the four attributes of the resurrected body, along with agility, subtlety and impassability - which occurs when the glorification of the soul spills out into the matter of the human flesh. Levering also notes, pace Aquinas, that instances of "agility" can be found in Jesus's walking on the water, and, just as "subtlety" is found in the idea of Jesus's passing through the womb of Mary while leaving her a virgin, which prefigures the "subtlety" of Christ's being able to enter into locked rooms after the Resurrection. (p. 90.)

3. The inherent "Synergy" of the Passion. I found the following Levering's insights into the "synergy" inherent in Christ's work. Levering writes:

"Aquinas holds together these elements in a delicate balance, making manifest how Christ's passion indicates not God's wrath but God's superabundant goodness in allowing humankind (in Christ Jesus) by the exercise of free will, to possess the dignity of restoring the imago dei obscured by sin." (p. 66.)

On the other hand, while Christ is man, he is also God, and therefore his actions as a man have "divine efficacy." (p. 70.)

4. Jesus's ability to grow in knowledge - Levering also discusses the Incarnation and Christ's ability to grow in knowledge and wisdom. (p. 32.) Christ is the Wisdom of God, and as such, the Wisdom of God has the nonconceptual beatific vision. (p. 33.) This kind of knowledge is different with the infused knowledge that prophets have and the ascribed knowledge which humans develop. (p. 34, 74 - 75.)

5. The necessity of a visible church - God willed that there be a community of believers who are united in perfect worship. Since that which perfects worship is a principle interior to the person, it might seem that a visible community is superfluous. This notion is both superficial and ignores reality:

"Aquinas repeatedly invokes the principle that after sin, "the condition of human nature...is such that it has to be led by things corporeal and sensible to things spiritual and intelligible." The sacraments of the Old Law were therefore necessary to signify the future coming of Christ; likewise the New Law requires sacraments that signify Christ's past Incarnation and passion. In this regard, Aquinas cites Augustine's remake that "[i]t is impossible to keep men together in one religious denomination [nomen religionis], whether true or false, except they be united by means of visible signs and sacraments. Community, to be true, cannot be invisible." (p. 121.)

6. The New Law is primarily the grace of the Holy Spirit. (p. 122.)

7. "It is finished" - I've often seen these words used by Evangelicals to imply that Christ was speaking of the forgiveness of sins. According to Levering, the more likely meaning is that this phrase refers to the consumation of the Old Law in Christ's Passion. ( p. 51.)

8. The charity in the Passion - The following offers an insight that I had never considered before:

"Aquinas thus sees Christ's passion as the most complete human expression of charity. Indeed, he argues that even the smallest details of the passion are totally infused by charity. Christ, on the cross, remained always an active lover, even as a passive victim. This activity manifested itself most evidently in his prayer for his persecutors. Given Christ's ability to perform miracles, Aquinas can also hold that Christ's charity governed the very entrance of the nail into his flesh. Christ's charitable will must actually permit the infliction of the wounds of the crucifixion because Christ's "spirit had the power of preserving his fleshly nature from the infliction of any injury; and Christ's soul had this power, because it was united in unity of person with the Divine Word. In short, he can truly affirm that "Christ's love was greater than his slayer's malice." Although Christ's passion may seem to represent the triumph of sin, it is in fact the triumph of his charitable human will, acting as an instrument of the divine will." (p. 60.)

In all, I think that this book ought to be read by anyone with an interest in Catholicism, or Catholic apologetics, or the traditional Christian theology, or Thomism. Levering has a nice and understandable prose style. The book may be particularly valuable for Catholics who do not know the depth of their faith. Levering does a great job of breaking down and explaining Aquinas' insights for the reader.

Great contemporary introduction to Aquinas's theology of salvation!
By Matthew
Levering aims here to write an introduction to the theology of salvation in Thomas Aquinas and to show how Thomas is more biblically based than most contemporary writers. Levering argues that Christ is both the fulfillment of the Torah and the Temple.

In arguing that Christ fulfills the Law, Levering first (Chapter 1) explains the importance that Aquinas gives to law and how he relates the Old Law to the New Law. Second (Chapter 2), Levering explains Aquinas's theology of the Incarnation by balancing the Divinity of Christ and the historical development of Christ's humanity in Israel. He does this because it is necessary to know who Christ is in order to see how He fulfills the law. Finally (Chapter 3), Levering explains Aquinas's understanding of the passion of Christ as the central mystery of Christ's life. Levering shows how Christ's threefold office of priest, prophet and king fulfills, most of all in the passion, the Old Law's precepts - ceremonial, judicial and moral.

In arguing that Christ fulfills the temple, Levering focuses on the mediation of grace (chapter 4),and the mystical body of Christ both now (chapter 5) and in heaven (chapter 6). As the fulfillment of the temple, the Church (constituted by faith and the sacraments of faith) is a community of worshippers characterized by the indwelling of the Trinity through the mediation of Christ. Hence, Levering seeks to understand Aquinas on the Church (chapter 5) after having understood him on how Christ mediates grace (chapter 4). The temple, fulfilled by Christ, is ultimately fulfilled by Him in the state of glory and so lastly Levering seeks to understand Aquinas's theology of eternal life (chapter 6).

This book is certainly worthwhile for any theologian who wishes to think about the nature of Christ's saving work.

Great intro to Thomistic soteriology
By A Customer
Matthew Levering has written a clear and penetrating analyis of St. Thomas Aquinas' understanding of salvation. Levering shows how, contrary to some views, St. Thomas' view is fully grounded in a Biblical perspective that embraces both Hebrew and Christian scriptures. Those interested in learning more about Thomistic soteriology and Christian doctrine would do well to read this book.

Drawing on Jungian psychology, this text describes the journey to wholeness and the importance of prayer. One of the most important themes of this book is the claim that self-awareness is as vital as the search for God, and that the spiritual can never be divorced from the human.

The Priority of Prudence: Virtue and Natural Law in Thomas Aquinas and the Implications for Modern Ethics, by Daniel Mark Nelson

In The Priority of Prudence, Daniel Mark Nelson proposes a reappropriation of a moral perspective that focuses on the cardinal virtues of courage, temperance, justice, and prudence. The study aims to recover and rehabilitate the virtue of prudence as a way of resuming a moral conversation that has been stalemated for too long. Nelson's main source for reviving the virtue of prudence is St. Thomas Aquinas's account of the cardinal virtues in the Summa Theologica. A primary problem with using Aquinas as a source for reviving an ethics of virtue centered on prudence is that he is commonly perceived as the most prominent figure in the conflicting natural-law tradition. According to Nelson's reinterpretation, however, Aquinas teaches that moral understanding depends first and foremost on prudence working in accord with other cardinal virtues and that natural law functions to explain moral reasoning rather than to guide it.This study serves to advance the debate about the contemporary relevance of an ethics of virtue by way of its significantly more detailed explication of prudence. Nelson makes important connections between influential reinterpretations of the ethical theory of Aquinas that have been published during the last thirty years and widespread interest in an ethics of virtue that has been expressed by Alasdair Maclntyre, Stanley Hauerwas, William Sullivan, Robert Bellah, and others. The Priority of Prudence represents a significant contribution to the scholarly literature both in the study of Aquinas and in the debate on the ethics of virtue.

Terrorism, Freedom, and Security: Winning Without War (Belfer Center Studies in International Security), by Philip B. Heymann

On September 11, 2001, the United States began to consider the terrorist threat in a new light. Terrorism was no longer something that happened in other countries on other continents but became a pressing domestic concern for the US government and American citizens. The nation suddenly faced a protracted struggle.

In Terrorism, Freedom, and Security, Philip Heymann continues the discussion of responses to terrorism that he began in his widely read Terrorism and America. He argues that diplomacy, intelligence, and international law should play a larger role than military action in our counterterrorism policy; instead of waging "war" against terrorism, the United States needs a broader range of policies. Heymann believes that many of the policies adopted since September 11 -- including trials before military tribunals, secret detentions, and the subcontracting of interrogation to countries where torture is routine -- are at odds with American political and legal traditions and create disturbing precedents. Americans should not be expected to accept apparently indefinite infringements on civil liberties and the abandonment of such constitutional principles as separation of powers and the rule of law. Heymann believes that the United States can guard against the continuing threat of terrorism while keeping its traditional democratic values in place.

From Publishers Weekly
Former U.S. deputy attorney general Heymann (Terrorism and America), now a professor at Harvard Law School, contends that war is the wrong approach to terrorism, calling instead for a revitalized intelligence apparatus to assess and neutralize threats before they occur. But, he argues, such a system must have firmly established limits to prevent its unwarranted use against American citizens. While supporting the battle against the Taliban, Heymann is less enthusiastic about subsequent policy decisions by the Bush administration, accusing it of ignoring the long-term consequences of actions that run counter to democratic principles and erode America's moral authority in the international community. The legal and political analysis is sound though dry and academic, suited more for policy experts than general readers.

Review

...[A] persuasive argument for the kind of multilateral approach to fighting terrorism for which the Bush administration has shown...disdain.

(Ethan Bronner The New York Times Book Review)

Professor Heymann's cool-headed and incisive analysis offers sane and sensible guidelines for coping with terrorism without losing the cherished principles of a democratic society. This book is must reading for decision makers and the general public alike.

(Ariel Merari, Head of the Political Violence Research Unit, Tel Aviv University)

This unusually pragmatic approach to combating terrorism comes from a leading, internationally recognized expert in and teacher of criminal law. I recommend it highly to those involved or interested in the fight against this scourge which so deeply affects our lives and freedom. Its clear style will appeal to lay and professional readers.

(Richard Goldstone, Justice, Constitutional Court of South Africa, and Chairperson, International Bar Association International Task Force on Terrorism)

Philip Heymann demonstrates that while states are improving their own mechanisms to control terrorism, adequate security in the future depends on a far broader range of measures requiring shared goals, popular support, international cooperation, and new global institutions.

(Luis Moreno Ocampo, Chief Prosecutor, International Criminal Court)

Heymann's indictment of the Bush administration's political irresponsibility is thus all the more compelling because of its dispassionate, precise articulation.

(Michael Stern The American Lawyer)

Philip B. Heymann may rightly count among the foremost experts on counterterrorism policy in the United States.

(Mathieu Deflem Law & Politics Book Review)

The legal and political analysis is sound.

(Publisher's Weekly)

This book is a judicious and systematic guide to the various policy options at each stage of counterterrorism.

(Lawrence D. Freedman Foreign Affairs)

Philip Heymann's book stands out for its restrained authority and measured judgement.

(Anthony Dworkin Survival)

This well-researched and well-written book exposes the hypocrisy and deception that lie behind the reversal of the 'no dual use' nonproliferation policy, a reversal likely to diminish long-term prospects for preventing the spread of nuclear weapons throughout the world.

(Rep. Edward J. Markey (D-MA), senior Member of the House Energy and Commerce Committee and Co-Chair of the Bipartisan Task Force on Nonproliferation)

Terrorism, Freedom, and Security presents a powerful argument that not only explains why declaring a 'war' on terrorism was unwise but also presents a compelling case for relying on intelligence and law enforcement rather than military force and coercion. Phil Heymann is unequivocal in his defense of democratic values as the core of an effective American national policy for preventing terrorism. His book, grounded in knowledge of American policy as well as the experiences of other countries, is an essential foundation for the public debate we must have about the costs and benefits of alternative strategies for combating terrorism.

(Martha Crenshaw, Colin and Nancy Campbell Professor of Global Issues and Democratic Thought, Wesleyan University)

Philip Heymann has shown again in Terrorism, Freedom, and Security why he is one of the leading thinkers in the world on the subject of terrorism. In this brief but extraordinary book, he has laid out the old and the new, the problems and the pitfalls, the challenges and the opportunities. He has given us a sober and broad set of responses, but clearly pointed out that there are no silver bullets. And most importantly, he has reminded us that we must not forfeit our democratic values in defense of our democracy.

(Rand Beers, former Special Assistant to the President and Senior Director for Combating Terrorism, National Security Council, 2002-2003)

In his latest book, Philip Heymann speaks brilliantly to the issues: terrorism is not a temporary threat. As such, we must not allow terrorists to impose their agenda on American political and economic life. Professor Heymann's most compelling characterization of our national security predicament comes in his persuasive explanation that the very solutions we devise to thwart terrorism may, in the end, exacerbate an already volatile world situation.

(General Barry R. McCaffrey, USA (Ret), Bradley Professor of International Security, United States Military Academy, former Director of the White House Office of National Drug Control Policy)

Brilliant Use of Decision Theory for Countering Terrorism
By Donald Mitchell
Harvard Law School professor Philip Heymann is a former deputy attorney general of the United States. In this book, he expands upon his earlier work, Terrorism and America, to look at the stark policy choices facing the United States in its efforts to reduce the harm from terrorist activities in the post-September 11, 2001 world.

I decided to read this book after hearing Professor Heymann explain his analysis today. I found the book greatly expanded my understanding of the policy choices facing the United States in its long-term efforts to counter terrorism. I was also shocked to realize that despite spending vast sums in this are the United States has failed to act effectively to counter the most serious threats to our people.

Professor Heymann is a very experienced thinker in the field of terrorism, having taught courses in this area and having worked with terrorism experts from other countries. His approach relies on advanced decision theory tools to spell out the choices and set a framework for a debate on which choices to pursue. As he rightly points out, this debate has yet to begin in the United States even though three years have passed since the infamous terrorist attacks. If we had been this ineffective after Pearl Harbor, civilization as we know it would be vastly different than today.

A number of the perspectives are powerful and revealing. For instance, calling counter terrorism a "war" creates many misconceptions that reduce our options for being effective -- such as assuming the military will play the lead role. It also suggests that we abandon our civil liberties to pursue the temporary emergency -- but this isn't temporary.

I especially liked the diagram that show how actions should be considered in terms of their effectiveness against terrorism, their attractiveness for improving morale, and their cost in terms of personal liberty. From that diagram, it becomes apparent that eliminating civil liberties without considering the benefit is a foolish exercise that only leads to presidential excesses.

There are also a number of intriguing matrices that look at actions and their consequences. From these, you get a sense that it probably makes a great deal of sense to maximize protection of nuclear and biological materials that could be used by terrorists (which is not being done) while it may be counter-productive to try to stop minor terrorist attacks by isolated individuals.

The book also makes the argument that some steps to stop terrorism may simply create more terrorists (such as the alleged abuses of Iraqi prisoners after last year's toppling of Saddam Hussein).

There is also a clear sense that having all governments counter terrorism through mutual cooperation works much better than if the United States decides to do the job unilaterally for itself.

The book's main weakness is that it assumes that terrorists are as rational as decision theory suggests. However, terrorists are often driven by emotion and earlier traumas . . . compounded by misunderstandings. I hope that Professor Heymann will extend his thoughts here to the question of how nations should counter those who are virtually deranged by anger and sadness into bitter, unremitting hatred.

If you want to move beyond being afraid to terrorism to doing something about it, read this book and demand that your representatives in Congress begin dealing with this threat in relevant, practical ways that can be maintained forever into the future.

Otherwise, the victims of terrorism will have died in vain because we continue to fail to learn from our past mistakes.

May God bless and comfort all those who lost loved ones and friends on September 11, 2001!

By John D. Payne
A thought-provoking and challenging treatise on what it really costs us to fight terrorism. I don't agree with all his conclusions, but I think there's no one who makes the argument more powerfully.
